Proper English in the Email Needs to be Corrected

This is the actual text of an actual email I received requesting a change (I think) in one of the setup tables.

Office needs the hierarchy update with effective date for last update as 12/15/06 they need the product 16 to be tied to office 98 with this date of 12/15/06. Let me know if you can update the date to reflect this change.” 

Is it any wonder that work makes my head hurt?
